Yesterday, MTV officially placed Jay-Z atop its list of 2009's Hottest Emcees in the Game. Then, last night, they received an e-mail from New York governor David Paterson commending them on a job well done: "Having just attended his September 11th benefit concert in Madison Square Garden a few weeks ago," says Paterson, "I can personally attest to his commitment to New York and the impact he has on New Yorkers of all ages. He is most definitely deserving of the top MC of 2009 title." He didn't say anything about Rick Ross's inexplicable placement at No. 5, though. [MTV]
