Miley Cyrus's little sister Noah wore this costume to a Halloween party last weekend. The crotch-skimming hemline and high heels seem inappropriate for a legal adult, much less a 9-year-old. One Australian newspaper likened it to an adult dominatrix costume. Miley's clothes and behavior have shocked us enough that we might never again think "She did WHAT?!" in relation to any member of the Cyrus family.
