• Despite community opposition, Bloomberg & Co. are going forward with plans to build a swank eating establishment in the Union Square pavilion. [Metro NY]

• The Great Bouley Shuffle of 2008 is only weeks away, and the chef is going all out for the redesign of his namesake restaurant: “To feel closer to my French roots, I am working to create a rustic country auberge feeling, with antique French beams from the Tours area, 18th-century stone flooring and French furniture. The entrance will again be filled with the smell of freshly picked apples — [it’s an] aroma I remember from my grandparents’ farm in France.” [Feed/TONY]

Produce Carts Approved for Low-Income Areas; Calling a Clone a Clone

The City Council passed a watered-down version of Mayor Bloomberg’s proposal to place produce carts in low-income neighborhoods. The new plan cuts the total number down to 1,000 from 1,500 and reduces the number of targeted precincts from 43 to 34. [NYP]

The Post hit two midtown Starbucks yesterday and found that, while Tuesday night’s three-hour training session for baristas may not have instilled the ability to make perfect drinks, they will remake them as many times as you force them to. [NYP]

A City Council member introduced legislation yesterday that would require meat from cloned animals to be labeled as such. [Metro NY]

Starbucks Closes for Training, Dunkin' Hopes to Benefit; Late-Night Eating Not Good for You

Every Starbucks location in the country will be closed from 5:30 to 8:30 this evening, and Dunkin’ Donuts is sure to reap the benefits by offering small espresso drinks for 99 cents. [Snack]

Though restaurants seem to be recession-proof, consumers’ budgets and diets are not. Soaring food prices — milk costs 36 percent more now than it did a year ago — have some New Yorkers changing their grocery habits and eating out less. [NYDN]

Mayor Bloomberg and City Council Speaker Christine Quinn announced a proposal yesterday to give 1,000 new licenses to street vendors who will sell produce items in neighborhoods with high rates of obesity and heart disease. [Metro NY]

Alan Richman Confirmed Out at Bloomberg

Alan Richman is out at Bloomberg, reports say. A tipster reported as much to Gawker over the weekend, and Eater currently is citing “reliable info” that the critic left on his own, rather than getting fired. Our own source on the subject, a figure close to the center of the situation, confirms for us that Richman is no longer reviewing for Bloomberg. As much as we admire Richman’s work, we weren’t entirely surprised: Richman had evidenced tablecloth fatigue over the last few years, and had been at the reviewing grind much longer than any of his current peers. According to Eater, Peter Eliot will replace Richman in the weeks before a permanent replacement is named. More on the story (and our source says there is more to the story) as we hear it.

Wakiya Earns a Second Bagel; Meehan Mistreated at BarFry

Wakiya's brief flirtation with the possibility of success seems to be over, now that Frank Bruni has concurred with Adam Platt by handing the restaurant what seems to be a well-deserved bagel. How long before it goes down for the dirt nap is anybody's guess. [NYT]

Alan Richman, by the way, hates the place even worse. You don't even have to look beyond his subheads: “Preening.” “Small Portions.” “Incomprehensible Menu.” The bottom line? The place is wildly expensive and “Wakiya suffers from an absence of delights.” To say the least. [Bloomberg]

Peter Meehan, though taking care to praise Josh DeChellis's cold dishes, had what sounds like a series of awful experiences at BarFry, with terrible service issues. Talk about picking the wrong guy to leave stranded with bottles in his hands! [NYT]

Left Behind: Contemplating a City Without Trans Fat

With the Bloomberg administration threatening to banish trans fats from the city's fry pans, we're being faced with a question we hoped we'd never have to ask: What does a city cuisine stripped of this magical substance taste like? The news isn't good — at least, not for gluttons. Vegetable shortening, trans fat in its purest form, has a higher smoking point than oil, which means juicier, less greasy food. The shortening also leaves a rich umami, or savory, mouthfeel. But how will this play, meal to meal?
