• Breaking news! After a comprehensive study, the MTA can now tell you that numbered subway lines are overcrowded, and that Lex lines often run behind schedule. (Who knew?) Apparently there's nothing officials can really do about it, as those lines are already operating at capacity.

• While the state is trying to find new franchisees to run its racetracks, Governor Spitzer suggested it might be time to shut down Aqueduct, the Thoroughbred track in Queens. Why? So developers could build there, naturally. [NYDN]
• A Brooklyn family reached a $12.75 million settlement over lead poisoning, the largest lead-paint-related settlement in state history, to be paid by a welfare hotel's owner, its management company, and the city.
