Newly minted Interim Assistant Secretary for Financial Stability and Intel pinup Neel Kashkari gave a speech outlining the Treasury Department’s progress in implementing the Troubled Asset Relief Program (TARP) to the Institute of International Bankers in D.C. at some ungodly hour this morning.
