There was a New York Building Congress breakfast the other day where it was revealed that, in two years, the construction workforce will be down to a bit more than 100,000, the smallest it's been since the development dark ages of 1997. But since more than half of all the construction in the pipeline is city- and state-funded, how much building really gets done depends on whether those budgets dry up.
