So far state agencies have fallen 25 percent short of the $1.1 billion in cuts ordered by David Paterson. Fifteen agencies failed to cut the 10.3 percent requested by the governor, but the bulk of the gap comes from the State Police and Department of Corrections. A spokesman said that Paterson "made a determination not to include them in a requirement to achieve their savings targets so as not to compromise public safety." Also, the Department of Transportation fell short of their goal by 20 percent because they were saving up money for emergency snowplowing this winter. [NYDN]
