Brooklyn Heights, Where the Snow Falls in Neat Blobs

Someone took a picture of a walkway in Brooklyn Heights where the snow seems to have fallen in neat blobs on a grid, almost as if snowballs were dropped with laserlike precision. Can anyone explain this scientifically? Is this some sort of installation piece? [McBrooklyn]
