Why Is Staten Island’s Death Rate Highest in the City?

Staten Island doctors are scratching their heads over a report that the borough's residents have a 17 percent higher death rate from all causes than the citywide average. Could this be because the borough has no public hospital, which many on the island are agitating for? Maybe you guys should think twice before you get all rebel-rebel with that secession thing.
