Paterson Reportedly Plans to Appoint Lieutenant Governor

According to CBS News, Governor Paterson will use his 5 p.m. press conference today to appoint a lieutenant governor, as was proposed recently by good-government groups. The move would create a tie-breaking vote in the deadlocked Senate, but it's also bound to invite litigation, and has already been declared unconstitutional by Attorney General Andrew Cuomo.
