Mark Sanford, the Republican South Carolina governor who had been missing and out of contact for five days, was just hiking along the Appalachian Trail, his office reported. He was out of contact and not responding to messages and texts, but he had not passed on power to his lieutenant governor, Andre Bauer (who was elected separately).
