Giuliani Is So Running for Governor


Speaking at a Crain’s NY Business Breakfast forum this morning, the increasingly visible Rudy Giuliani laid out the circumstances under which he’d throw his hat into the governor’s race. “I got elected mayor, I believe, on the theory of — it can’t get worse,” Giuliani said. “So if it gets to that point, maybe I’ll decide.” He soon added that the situation in New York is, “in terms of problems, at 9 or 10” out of 10.
