The Brooklyn neighborhood of Kensington, “the horseback riding capital of Brooklyn,” is being overrun by festering piles of equine excrement. Okay, maybe not overrun. But because the city’s poop-scooping law only applies to dogs for some reason, haughty horse owners simply continue moseying on after their animals unload on the sidewalks. Not their problem!
