‘Fetid Swamp’ to Be Drained

The city has come up with a plan to drain a mile-long, much-decried swamp that has covered a section of abandoned railroad in the Bronx with “swarms of mosquitoes, packs of rats, piles of trash and an overwhelming stench.” Observers call it a risky move for a mayor facing reelection given the strength of the city’s mosquito, rat, trash-pile, and stench constituencies.
