A young man took a fatal jump from the Empire State Building observation deck at about 6:15 p.m. tonight, according to police. After taking a “running leap,” he cleared a fence and then the building’s outermost ledge, only possible because of the lack of people on the deck due to the rainy weather, reports said. Witness Luis Mosquea told the Daily News that pedestrians darted in every direction from the spot where the man, who was reportedly in his 20s, landed on 34th Street. “He came down in front of the Bank of America,” he recalled, “Boom!
