Speaking at Xavier University of Louisiana this afternoon on the fifth anniversary of Hurricane Katrina, Obama said, "[Katrina] was a natural disaster but also a man-made catastrophe ... a shameful breakdown in government ... My administration is going to stand with you until New Orleans is all the way back." He added that a fortified levee system would be finished by next year, ''because we should not be playing Russian roulette every hurricane season.''
