“I don’t see it as panhandling. It’s a service for a service — better than shaking a cup,” says David Morales, 39, of East Harlem, one of the rare squeegee men who has reemerged on the streets of New York after a deep citywide cleanse by the Giuliani administration. “Anyone can clean a windshield. The trick is, you have to know how to talk to them. It’s all in your personality. If it’s a guy, you make them laugh.
