Skelos: Deal in Place on All Outstanding Issues But Marriage Equality, No Vote Guaranteed

Senate Majority Leader Dean Skelos just told reporters in Albany that he and the governor and Assembly Speaker Sheldon Silver have reached a deal on property-tax caps and rent regulations, and that he expects the legislative session to end tomorrow.
