Apparently the “Bronx effect” starts long before a jury even gets involved: Bronx district attorney Robert Johnson’s office prosecutes cases at a much lower rate than his colleagues in other boroughs. 17.3 percent of all arrests are thrown out, compared with the citywide average of 8.4 percent.
