The chairman of the U.N. caucus of Caribbean nations has accused the NYPD of "displaying undue physical harassment" after it arrested the St. Vincent and Grenadines' U.N. ambassador as he walked past a police barricade outside his building, part of extra security for the Israeli mission and consulate also housed inside.
