Rudy Giuliani Questions Whether Biden Has ‘Mental Capacity’ to Handle Presidency

The former mayor appeared on The Kudlow Report Tuesday night to discuss Vice-President Biden's latest oral mishap, in which he remarked during a campaign speech in Virginia that Mitt Romney would allow "unchained" Wall Street to "put y'all back in chains." Some folks took it as an allusion to slavery. The Obama campaign said Biden was making a metaphor, and Biden himself claimed he meant to say "unshackled" — a term he said Paul Ryan and John Boehner had used in reference to the economy.

Anyway, Giuliani wasn't quick to crucify Biden (whoops!) and agree with Kudlow, who said Biden's statement "almost has racial overtones." Instead, Giuliani went after Biden's intelligence. "I mean, there's a real fear if God forbid he ever had to be entrusted with the presidency, whether he has the mental capacity to handle it," Giuliani said.
