According to South Korea's Joongang Daily, Kim Jong-un drew this sketch to illustrate his plan to plant trees on some future mini-golf course in order to provide shade to the weary mini-golfers. Which is a really strange thing for a dictator to be occupying himself with, but also not a terrible idea! Although he also "stressed in the report to ...  arrange for places to dry wet golf equipment and clothing," and we have no idea what that means.
