Vladimir Putin to Sign Bill Banning American Adoptions

Putin indicated that he would endorse the measure, which is seen as part of a larger reaction by parliament against a new U.S. law calling for sanctions  against Russians who commit human-rights violations. "I still don't see any reasons why I should not sign it," he said on Thursday. Well, there's the discrepancy between Russia's orphan population (740,000 children, according to UNICEF) and the number of Russian families waiting to adopt them (18,000), but apparently he's not interested in good reasons. The U.S. State Department said it "regretted" the decision.
