The Department of Defense cited "network hygiene" among its reasons for blocking access to some Guardian content at Army facilities, namely the paper's recent reporting about the NSA. An Army spokesman told the Monterey Herald that the Army was filtering "some access to press coverage and online content about the NSA leaks." A spokesman at the Presidio of Monterey "wrote if an employee were to accidentally download classified information it would result in 'labor intensive' work, such as the wipe or destruction of the computer's hard drive." So that's what they mean by "hygiene."
