The unanimous U.N. Security Council vote requiring Syria to give up its chemical weapons is a big deal because it's the first time the body has come to a legally binding agreement on Syria since the civil war there started over two years ago. But while the resolution mandates that destruction of the weapons start as early as Tuesday, it offers no recourse if Syrian President Bashar al-Assad decides he doesn't want to cooperate after all. "Enforcement would require further negotiation, setting up the prospect of more tussles between the United States and Russia," according to the Washington Post. But at least they're agreeing on something, which is a big improvement over just a few weeks ago.
