“The United States has had a long history of favoring certain migrants from particular countries over other countries,” said Gimena Sánchez, director for the Andes at the Washington Office on Latin America. “Particularly migrants of European descent and Asian descent over migrants from countries in Sub-Saharan Africa or the Caribbean or ethnic minorities.”
