After last week’s hiccup, Congress passed a $410 billion spending bill last night. Laden with earmarks, the measure met resistance on both sides of the aisle. Though Obama — who vowed to fight congressional “pet projects” while on the campaign trail — will sign the bill today, he’ll also hold a press conference this morning about measures he plans to take to fight earmarks in the future.
