Senator Tom Harkin of Iowa, who has long sought to reform the dastardly Senate filibuster, plans on reintroducing his proposal in the next few weeks. This comes at an especially precarious time for the Democrats, who are seemingly incapable of passing any legislation without controlling at least 75 Senate seats, and now find themselves with just 59. However, as changing Senate rules requires 67 votes, and the Republicans are loving every minute of their filibustering powers, Harkin’s motion will fail, and the Senate will remain the place where change goes to die.
