One of the frequently bragged-about benefits of health-care reform that kicks in this year is a prohibition on insurance companies denying new coverage to children with preexisting conditions. But, instead, the language of the bill apparently only prohibits insurance companies from denying coverage for certain illnesses to children who are already enrolled. The White House intends to fix the problem next month by having Secretary of Health and Human Services Kathleen Sebelius “issue new regulations.” How did nobody notice this until just now?
