Pedro Espada, one of the “three amigos” who blocked a plan last year to finance mass transportation partly by placing tolls on the currently free Harlem River and East River Bridges, now supports the tolls on East River bridges. Espada says he became convinced when the cash-strapped MTA proposed taking away free subway rides for students. Espada says he wants “a full and open debate” on the proposal, and we know what happens when Espada doesn’t get what he wants. [City Room/NYT]
