At least 23 people were killed in a series of at least three bombs directed at large gatherings of soccer fans watching the World Cup outdoors in the Ugandan capital. Police suspect the Shabab — a militant Islamic group in Somalia that has pledged loyalty to Al Qaeda — may have been responsible.
