After the Daily News got its hands on the notices, NYPD spokesman Paul Browne said the memos were the misguided work of a single officer and “neither authorized nor compelled.” Oh, don’t be so modest, fellas, we know you were just trying to keep the citizens in your care safe — from your quotas.
