Gone are the days when understanding a tax plan called “9-9-9” was as simple as knowing what each nine meant. First, Herman Cain altered the plan to include various exemptions and caveats. Now, due to studies that show 9-9-9 would raise taxes on the poor and middle class, Cain has announced that a 9-0-9 plan no income taxes would apply to people at or below the poverty line.
