The woman on the receiving end of Paula Broadwell’s “harassing” emails about David Petraeus is 37-year-old Jill Kelley, a Tampa-based State Department liaison to the military’s Joint Special Operations Command. So far, Kelley has been described as a “friend” of the general who “saw him often.”
