Joel Rifkin Kills Again

A severed head discovered on a New Jersey golf course in 1989 has finally been identified as belonging to an HIV-positive prostitute named Heidi Balch. Authorities are pretty sure that Balch was killed by Joel Rifkin, the notorious serial killer responsible for up to seventeen murders and one amusing Seinfeld plotline.
