New York police stopped and frisked 99,788 people in the first quarter of 2013, fewer than the same period in any of the past four years, the NYPD announced Monday. But, despite the lower numbers, the racially charged tactic is growing as an election-year issue, with mayoral candidate Bill de Blasio attacking frontrunner Christine Quinn for promising to keep Commissioner Ray Kelly, who said last week that police didn’t stop as many African Americans as they probably could. “When asked if she agreed with Mr. Kelly that African-Americans were ‘under stopped,’ she declined to comment,” reported The Wall Street Journal.
