Despite a judge’s recommendation that the cop who paralyzed an unarmed man in 2008 should have his job terminated, the cop is back on full duty — but sans gun, which is probably for the best. Ray Kelly made his decision based on “the totality of the circumstances and the otherwise good disciplinary history of the officer,” a spokesperson said. A report yesterday showed that in 30 shootings by local police last year, including 14 that were accidental and 16 fatal, just one officer has been disciplined.
