Fresh off of meeting the mayor to receive the Police Combat Cross, the NYPD’s second-highest honor, 27-year-old officer Eugene Donnelly got to partying. “He was apparently drinking,” a police source told the Daily News, and while “celebrating,” he ended up in a random apartment on the same floor as the friend’s place where he was supposed to be staying. “He had an encounter with a female, and she claims he roughed her up,” said the source. “He was in his underwear when this happened.” Internal Affairs is “actively investigating with the NYPD,” although this particular disgrace seems pretty straightforward.
