Mayor Bloomberg cut the ribbon to West Harlem Piers Park in May 2009, ending years of community debate about the space’s future. Formerly an unappealing parking lot, this two-acre waterfront stretch now balances form and function thanks to minimal yet artful design. There are metallic sculptures by Jamaican-born artist Nari Ward funded by Percent for Art, a city program that ensures one percent of the park budget is spent on art. But the park also provides an uninterrupted view of the Hudson River to cyclists and joggers on the biking and running paths.
