Located down the main drag of Orchard Street, 13 Little Devils seems like a strange addition to this hipster-dominated neighborhood. Judging from its name and the fact that it aimed to open the week of Halloween, one can surmise that the slightly cheesy two-floor lounge is an homage to that debauched holiday. The blood-red walls on the first level are certainly in keeping with that spirit, as are the metal poles on the bar top that reach to the ceiling, perfect for go-go dancers (and patrons) to slink around. And yet the space still feels like a work in progress: the downstairs area is like an unfinished suburban basement, and the quasi-banquettes upstairs are a bit too pre-fab. Of course, the drinks allow you to overlook such shortcomings. — Sean Kennedy
