This interesting portrait of St. Augustine, Florida, the focus of numerous key events during the civil-rights struggle, plays off the small town’s momentous history against its contemporary economic and social desolation—soberly suggesting that historic political advances don’t always bring about promised change. It won’t break any stylistic ground, but Jeremy Dean’s ambitious film has plenty on its mind.
