Tim Robbins plays a harried man whose quixotic battle with obnoxious car alarms becomes a larger crusade against city noise and the evil government officials who refuse to do anything about it. Any New Yorker with intact eardrums should be able to find plenty of cathartic humor in Henry Bean’s impassioned, scattershot satire. But occasional forays into ham-handed caricature dull its impact.
