In a neighborhood short on Vietnamese, modest Miss Saigon delivers bona fide regional standards, hefty portions at bottom-of-the-barrel prices, and little else. A bamboo awning, two conical straw hats, and amber fabric oval-shaped lamps hint at Southeast Asia, and a red and yellow striped banquette runs the length of one wall. Even so, the lack of mood, ambiance, and crowd don't do much to inspire an outing. Ordering in can just as well supply locals with their fix of oxtail soup, papaya salad, rice vermicelli and characteristically complex flavors culled from ginger, black pepper, basil, lemongrass, and coriander. The ubiquitous nuoc mam, a fermented fish sauce typically infused with lime, garlic, vinegar, and sugar, plays a role similar to that of soy sauce, accompanying and enhancing practically everything. It nicely lightens and sweetens dishes like ba la nho, charred grape leaves densely packed with large pieces of peanut and dry grilled beef. Another winning appetizer, Chao Tom, has balls of shrimp—grilled, ground, then made into a sugary paste—stuck on the end of sugar canes. Entrées give preference to seafood, and the squeamish should take note: Crispy red snapper dishes present an entire fish, black-eyed head, tail, teeny skeletal bones, teenier teeth and all.
