Frank Locker relocated his little East Village store farther west to a larger space on an even shabbier street. But, amid the surrounding low-end footwear and bedazzled clubwear, this wine cavern glows (literally) as soft light spills over the cedar-toned interior and behind the all-glass façade. Neither the room nor the selection is huge, but both make the best of what they've got: The goods are confined to two walls (one for old-world, one for the new); the focus is small producers. Luckily for nearby NYU residents and neighbors looking for everyday bottles, most are priced under $20. — Alexandra Vallis
