10. 53,200 4-Year-Olds Are Learning to Count, Color, and Share

For its new universal-Pre-K program, the city hired 1,000 new teachers and 100 early-education experts and launched a campaign to track down all of the city’s 4-year-olds, a group roughly the size of San Francisco’s entire public-school-age population. By next fall, 70,000 youngsters will be enrolled in pre-K.
