GARDEN OF LIGHTS. With three levels, this memorial provides a "resting place" in the form of 2,982 altars on the lowest level (pictured above), with the name of victim inscribed on the top of each. Between the memorial garden at street level and the altar room below are two rooms under each foot print. The South room is filled with "lights of hope", while the North room contains a steel wall forged from the salvaged metal of the towers and 1,275 lights representing unidentified remains.
