Is the Lower East Side ready for Daniel Boulud’s $32 burger? The chef’s effort to open a restaurant on Bowery and 4th Street was thwarted last summer by Community Board 2, which didn’t support his getting a liquor license, but the tenacious toque appears to have found another space nearby.
