One of the few endearingly grungy spots left in the Lower East Side, Local 138 has a daily happy hour that’s notable for both its length and selection: From 4 to 9 p.m., everything below the top shelf is $3, including an excellent selection of craft beers on tap, like dark and rich Arrogant Bastard Ale or UFO’s trademark Hefeweizen.
