Lacking the haughtiness of the Empire Hotel bar or 230 Fifth’s annoying lines around the block, newly open-to-the-public Hudson Terrace is a proud inductee into the New York Rooftop Hall of Champions. Its slightly off-the-grid location between Eleventh and Twelfth Avenues and lower-than-you’d-hope-for third-floor river views keep the crowds down, though the egalitarian happy hour (two-for-one drinks from 5 to 7 p.m., including a potent Brazilian lemonade) should change that come summer.
