You can already drink cheaply at Allen & Delancey Tuesday nights, when the high-concept cocktails are half-price. This week, chef Kyle Bailey introduces a Tuesday-night bar menu, which offers panko-crusted sweetbread poppers, fish and chips, and Lower East Sliders (pictured), with fried Katz’s salami, Guss’s pickles, and Grafton Cheddar from Saxelby’s Cheesemongers (115 Allen St., nr.
